Job Description:

I. MAJOR RESPONSIBILITIES
Planning, design, implementation, monitoring and reporting

Under the leadership of the project Manager develop and update Malaria workforce planning in collaboration with the project community facilitators and others project staff and partners. Ensure quality and timely implementation of project activities that requires malaria technical skills as per the approved budgets, scope & TimeLine. Monitor the activity implementation provide technical guidance for sustainability of the project outcomes and impact.
Ensure accurate quality narrative reports are submitted in a timely manner and according to the donor requirements.

Staff management, capacity building and coaching and partnership.

Supervise that staff report correctly. Conduct regular implementation of Performance Development Management (PDM) system.
Strengthen partners’ capacities in in malaria programing technics .
Conduct employee capacity building needs assessments and –
Integrated Competency Development.
Participate in employee learning and development plans.
Mentor, coach and provide opportunities for the professional growth for project staff that directly report to this position.
Develop the capacity for the participation of local partners and local authorities to plan, implement and monitor activities.

Business policies, procedures and guidelines

Ensuring internal and external communication standards and policies as well as all grant requirements are adhered to.
Ensure the project goal and objectives are properly implemented in order to contribute to global fund and WVI strategies and aligned to the government priorities for Malaria programing .
Ensure compliance with donor/WVI regulations policies are fully applied.
Demonstrates World Vision’s core values, vision, mission and Transformational Development/Program integrated ministry model by all staff in the project assigned Area. Provide spiritual leadership to the community facilitators.
Work with the Finance Manager/Officers, Administration Officer and other departments to build a strong internal control environment, ensuring compliance with WV financial policies and procedures and promoting a culture of transparency and accountability.

Coordination, supervision, risk management

Conduct field trip for formative supervision both at provincial, communal and community levels.
Organize coordination meetings with partners and share feedback with the supervisor.
Conduct Monthly risks analysis /Risks management.

Other duties

Attend and participate in weekly devotions services and daily devotional meetings
Other duties as assigned by the Supervisor or designee from time to time

II. QUALIFICATIONS: EDUCATION/KNOWLEDGE/TECHNICAL SKILLS AND EXPERIENCE

Minimum Qualification and Experience required:

Bachelor degree in Health sciences with 5 years working experience or Master degree in Public Health with at least 3 years working experience
At least 5 years of relevant experience working with Non-Governmental Organizations in health project/program management.
Familiarity with Global Fund requirements, their history and their development

Technical Skills & Abilities:

Fluency in French and English.
Excellent project management skills and good understanding of the project life cycle
Excellent understanding of best practices in nutrition and community development
Experience with development project management tools such as log frames, monitoring and evaluation tools and budgets.
Excellent supervision skills, including training, mentoring and supporting staff
Excellent written and verbal communication skills, including report-writing and formal communication skills.
Excellent computer skills, including proficiency in MS Office and Lotus Notes (or another main email system such as Microsoft Outlook).
Cross-cultural sensitivity, flexible worldview, and ability to work with a wide range of people from different backgrounds.
Must hold a motorcycle driving license
Good experience in motorcycle driving
Emotional and spiritual maturity and ability to lead a team of professionals.
Good understanding of World Vision and Sphere relief standards.
Knowledge of and adherence to the World Vision Code of Conduct.
Commitment to World Vision Core Values and Mission Statement.
High level of integrity and ability to exhibit exemplary lifestyle as interpreted in specific local cultural context.
Ability to work under stressful conditions
Agreement with World Vision’s Christian ethos and participation in devotions.

III. WORKING ENVIRONMENT / CONDITIONS:

Work environment: Office-based
Travel: 30 % Domestic travel is required.
On call: As required
