Job Description:
MAJOR RESPONSIBILITIES

Programmatic and strategic project support

Support and coordinate the development of work plans and budgets for the project.
Coordinate and ensure that all project interventions are implemented on time, on plan and on budget.
Ensure regular implementation and expenditure level reviews to monitor and manage work plans and budgets.
Provide programmatic support to project staff, implementation and quality assurance using appropriate tools.

Implementation of project monitoring and evaluation

Coordinate project evaluations, planning, management of evaluation processes, analysis and interpretation of evaluation results, and use of evaluation results coordination.
Support project baseline and evaluation planning recruit and manage consultants, develop or adapt measurement tools, manage data collection (when evaluation is carried out in-house), analyze and interpret data and use results in line with LEAP and accountability standards and alignment with MDG universal coverage standards and indicators.
Review and coordinate project monitoring data (detailed implementation plans and indicator dashboard) on a quarterly and regular basis to ensure relevance and use to measure progress towards project objectives.
Coordinate the development of tools and set up the project monitoring system, tools for universal coverage of the SDGs, facilitate the use of the monitoring system, analyze and synthesize information, communicate and use monitoring data, facilitate learning and best practices in project monitoring.
Conduct and coordinate field monitoring visits

Reports and documentation

Coordinate the monitoring of key project indicators of strategic importance using secondary and primary data, with partners and communities.
Consolidate and analyze field data to contribute to quarterly, semi-annual, and annual reports.
Ensure continuous learning and documentation of lessons learned and best practices for program design, monitoring and evaluation frameworks related to the project.
Work with national, regional and project staff to ensure quality reports are developed in a timely manner and disseminated to donors, support offices and partnerships.
Provide technical support to ensure that report findings inform subsequent project design, and coordinate project reflection and learning to ensure project objectives are met.

Staff capacity building and Learning

Lead capacity building of program staff on M&E processes for the entire project.
Lead capacity building of project staff on M&E processes.
Coordinate with P&C to identify and recruit M&E staff.
Coordinate learning events for the project and ensure adoption of identified learning.
Ensure that project documentation and lessons learned are disseminated to relevant stakeholders.
Build staff capacity in relation to Global Fund grant programming guidelines,
Support the integration of new project managers in collaboration with Quality Assurance.

Commitment, networking and fundraising

Liaise with donor, support office(s) and the Government of Burundi.
Support fundraising initiatives in collaboration with program development and grant acquisition.
Review proposals to ensure EMR is well integrated and aligned.
Ensure WVIB visibility and participation in relevant county and national networks.
Maintain coordination with relevant stakeholders to plan assessments and meetings.
Ensure quality representation with donors, NGOs, government and other stakeholders.

II. QUALIFICATIONS: EDUCATION/KNOWLEDGE/TECHNICAL SKILLS AND EXPERIENCE
Minimum Qualification and Experience required:

Bachelor degree in Statistics, Public Health or community development with 5 years working experience or Master degree in Statistics, Public Health or community development with at least 3 years working experience.
5 years' experience in monitoring and evaluation, including participatory research
A minimum of 5 years' experience in conducting evaluations and reporting on integrated development, aid and/or advocacy projects;
They must have both a thorough conceptual understanding and a demonstrated practical mastery of the implementation of project monitoring and evaluation principles:
They should have some experience of organizational learning and documentation, as well as good writing and editing skills.
Evidence of research and conference presentations
Experience working on donor-funded programs
Experience of SPSS or other related statistical software.
Proven technical capacity in monitoring and evaluation (i.e. experience of data collection using Open Data Kit Plat and other mobile applications, ability to analyze and interpret data).

Technical Skills & Abilities:

Familiarity with Global Fund requirements, their history and evolution.
Proven ability to work effectively with many types of stakeholders, including local donors, officials from different levels of government, civil society, the management consortium and others.
Strong interpersonal communication skills.
Strong financial management experience, preferably with the Global Fund or other grant programs of similar scope or size.
Good knowledge and understanding of HR functions such as recruitment, employment/employee relations, performance management, employee engagement, learning and development, etc.
Strong organizational, facilitation, interpersonal and cross-cultural skills. Strong administrative skills and attention to detail.
Excellent interpersonal skills.
High degree of integrity and confidentiality.
In-depth knowledge of MS Office (Word, Excel, Access and PowerPoint). Ability to maintain effective working relationships with staff and partners at all levels.
Intercultural sensitivity, flexible worldview, emotional maturity.

III.WORKING ENVIRONMENT / CONDITIONS:

Work environment: Office-based
Travel: 30 % Domestic travel is required.
On call: As required
